Neither would probably be in my top ten, however if I had to chose between the two, I'd go with JD. Dre has sampled everything that Parliament has ever made, so I don't know how many good beats he possibly has left in him. JD on the other had has constantly changed his style and I think he has a wider range of production style then Dre.
