Suspect st@bs boy during secks[..]ault attempt in a Wendy's bathroom

Police arrest man after six-hour standoff in Vancouver
PORTLAND, Ore. - A registered secks offender barricaded himself inside a Wendy's restaurant on Sunday after police say he grabbed a 10-year-old boy, pulled him into a restroom, tried to secksually[..]ault the child and then st@bbed the boy when he began fighting back.

The incident began around 2 p.m. at the Wendy's at Northeast 29th and Sandy Boulevard.

According to police, the suspect, 49-year-old Adam Lee Brown of Southwest Portland, was standing outside a restroom when the boy walked up to go to the bathroom.

Brown forced the boy inside, locked the door and attempted a secksual[..]ault. The boy fought back and Brown pulled out a knife, st@bbing him several times, police said.

The boy's father tried to open the door but had to get the manager to unlock it.

At that point, Brown opened the door, shoved the boy outside and then locked himself inside the restroom. Some people who were in the restaurant held the door shut until police arrived.

When officers got there and tried to talk to Brown, he claimed he had a gun and that's when crisis negotiators and SERT officers were called to the scene, Sgt. Pete Simpson with Portland Police said.

Police then cleared people out of the immediate area and shut down nearby roads. After a couple of hours of talking to crisis negotiators, Brown came out and surrendered to police without incident.

Police found a knife that they believe was used in the[..]ault but they never found a gun.

The young victim was taken to a local hospital where he underwent surgery. He is now recovering from his injuries. He has not been identified.

Brown is facing charges of attempted murk, first-degree[..]ault, first-degree secksual abuse, first-degree kidnapping, first-degree arson, coercion and furnishing false information to a police officer.

Brown, who is a registered secks offender, also had an outstanding warrant for a parole violation. He is due in court on Monday.

A note posted on entry doors and in the drive-through on Monday said the Wendy's location was closed for the day due to the incident.

Suspect in restaurant attack had history of secksual[..]ault | Local & Regional | KATU.com - Portland News, Sports, Traffic Weather and Breaking News - Portland, Oregon

PORTLAND, Ore. – A listing on Oregon’s secks offender registry paints a scary picture of the man police said tried to secksually[..]ault a boy in a restaurant bathroom before st@bbing him on Sunday.

Adam Lee Brown was declared a “predatory” secks offender after he was convicted for sodomy in December of 1993.

According to news reports from KATU and others at the time, Brown had unprotected secks with children and tried to infect them with HIV, the virus that causes AIDS.

Prosecutors said he victimized nine kids, five of whom were exposed to HIV.

He targeted both male and female children between two and eight years old.

Brown secksually[..]aulted children who were in the care of acquaintances, and gave them drugs and alcohol, according to the secks offender registry.

He was not allowed to have contact with minors after his release or frequent places where minors regularly congregate.

He was paroled in 2004. His original sentence was 16 years, which means he would have gotten out of jail in 2009 whether his parole was denied or allowed.

Brown's ex-wife, Nancy Plambaeck, said late Monday night that she's upset with the judicial system, saying his sentence wasn't stiff enough. She said there were several red flags and doesn't think that he was supervised properly once he was out of prison.

"They (the signs) were ignored and that's why I left. I got away from him," she told KATU News by phone.

She said she still disagrees with how the Douglas County Deputy District Attorney, Bill Marshall, characterized the punishment at the time, saying that Brown was going to "die in custody so that society can be protected."

"It was just to make it go away," Plambaeck said. "It was a big thing back there with all the children and when AIDS came out and HIV and stuff, that wasn't done properly at all. It was just to make it go away."

Now that Brown is accused of trying to secksually abuse another child, Plambaeck said she's just numb.

"It's the nightmare that never ends until he dies," she said. "And then maybe there might be some peace, but it'll still haunt everybody."

According to spokesman Hank Stern with the Multnomah County Department of Community Justice, Brown was treated as a "high risk" secks offender.

In July 2011, he was sent to jail for 29 days for not reporting to his parole officer, failing a polygraph and having [..]ography.

Then in January 2012 he was again sent to jail for failing to report, ID theft and meth possession. He was released 90 days later.

In June of this year a warrant was again issued for Brown's arrest because he failed to report to his parole officer and abandoned his housing, Stern said.

Brown appeared in court on Monday afternoon and pleaded not guilty to charges related to Sunday's attack.

He was quiet as he stood handcuffed in the courtroom. He faces charges of attempted murk, secksual[..]ault,[..]ault and kidnapping from Sunday's incident.

Police said he grabbed a 10-year-old boy at a Wendy’s restaurant in Northeast Portland on Sunday afternoon and tried to secksually[..]ault the boy in a bathroom.

When the boy fought back, police said Brown st@bbed the boy.

The victim was cut several times and was taken to the hospital where he underwent surgery.

Brown barricaded himself in the bathroom for several hours before eventually turning himself in.

When he first was arrested in the early 90s, Brown's case made national headlines and was the talk of Oregon, especially in his hometown of Roseburg.

The former Marine was 30 years old at the time when he was first accused of raping young children.

One mother told KATU at the time that her son was drugged and repeatedly[..]d by Brown.

"These families were emotionally torn, worried about their children," said Bill Marshall, a Douglas County deputy district attorney who prosecuted the case. "Worried about whether they will come down with the HIV virus."

Another parent said Brown gained access to her child through his work as a preacher. She said Brown told her son he now had AIDS and that he was going to spread it to other people.

secks offender accused of attacking boy was off the grid | Local & Regional | KATU.com - Portland News, Sports, Traffic Weather and Breaking News - Portland, Oregon

PORTLAND, Ore. - Probation officials knew the secks offender accused of attacking a 10-year-old boy in a fast-food restaurant over the weekend was not where he was supposed to be before the alleged attack, according to a community corrections manager Tuesday.

But the problem of finding 49-year-old Adam Lee Brown stemmed from the vast area that needed to be searched, the manager said – which were about 466 square miles and nearly three quarters of a million different faces.

Brown was supposed to be at the Henry Building in downtown Portland. A probation official said officers did go there looking for Brown when he did not report to his probation officer as scheduled. And as they expected, Brown was nowhere to be found.

On June 14 they put out a warrant asking for police help but no one found him until police said he attacked the boy in the restroom of Wendy's restaurant in Northeast Portland just down the street from KATU on Sandy Boulevard.

The HIV-positive son of a church pastor, Brown was convicted in 1993 of three counts of first-degree sodomy, each involving a child. He pleaded no contest to reduced charges - the initial charges included attempted murk because of his HIV.

Brown received a sentence of 16 years but he only served 11 years.

The Douglas County district attorney at the time said he agreed to the 16-year sentence because he was certain Brown would die from AIDS in prison since he already had HIV.

On Monday night Brown's ex-wife, Nancy Plambaeck, told KATU News she was never happy about the sentence Brown got.

"He needs to die; he needed to die a long time ago," she said. "It's just the nightmare that never ends until he dies."

On Tuesday, Plambaeck said Brown violated his probation numerous times since he was released in 2004. In fact, in 2005 she said he confronted a little girl in Roseburg and then had a relationship with a 17-year-old. But he never was sent back to prison.

She said she got at least a dozen notices from victims' rights advocates after Brown's release in 2004 telling her he was in trouble again.

So how did Brown get out so early? Simply put, it was the timing of his arrest.

First, in 1989, Oregon probation and parole laws changed and the state parole board could no longer keep people locked up based on the details of their crimes. In 1995, Oregonians passed tougher Measure 11 sentencing guidelines that would have allowed a jury to put Brown away for the rest of his life. But Brown was arrested in 1992 – basically caught between the two laws, according to the parole board’s executive director.

By 2007, Brown was kicked out of a halfway house and was only occasionally taking his psychiatric medication, according to state parole board documents. An automated score generated by parole officials[..]igned Brown a risk score of 2, relatively low.

By 2009, that risk score was increased to 4, and Brown again faced a jail sentence, this time 90 days, for a host of infractions, from marijuana use to[..]ociating with people under 18 and furnishing alcohol to people under the legal drinking age.

His probation officer described her concern.

"It is of great concern that although Mr. Brown is engaging in secksual relations with persons over 18 that he is providing alcohol to these persons," wrote the officer, Tesa Mann. "I have great concerns regarding his behavior and believe these behaviors put the community at great risk."

By 2010, his offender risk score was at 8. He went into a bar - forbidden by the terms of his supervision - and spent almost one month in jail.

He then moved to Multnomah County. His supervision officer, Tracey Madsen, expressed concerns about his behavior. He was lying, she said, and gambling away his Social Security check on video poker. Madsen said she found [..]ography, another violation of his supervised release. He spent another month in jail.

His most recent jail stint, from Jan. 15 to April 13 of this year, came after a host of charges, including first-degree burglary. Brown entered a Portland U.S. Veteran's Affairs clinic and grew irate when he was asked to leave the facility for being disruptive.

Police and Brown's parole officer believe he then hid in a bathroom at the clinic and waited until staff left, then trashed the area and his case manager's office. Police found a duffel bag Brown brought with him in the clinic, along with medical papers with his name on them.

When he was arrested on Jan. 15, Brown demanded his arresting officer deliver a message to Madsen, which Madsen said the officer took down verbatim. The expletive-filled rant ends with, "You will never see me again except possibly in the media."

Brown had an ankle bracelet on during the arrest involving the 17-year-old, but he did not get one of those tracking bracelets when he came to Portland in 2011.

A spokesman for Multnomah County said the case is being reviewed right now to see if probation and parole or community corrections in the county could have or should have done more.

Brown appeared in court Monday, facing charges of attempted murk, secksual[..]ault,[..]ault and kidnapping. The boy he allegedly attacked was released from the hospital Tuesday.

The boy's family released a statement through police Tuesday night thanking the public for its support:

"You cannot begin to imagine the horror we have been through in the past couple of days. Our son is going through a lot and we as a family are committed to letting our little boy heal in peace. Thank you for all your concerns, but in these troubling times, we are asking for people to respect the privacy of our entire family."
