Tennessee state Rep. Stacey Campfield (R) introduced a bill this week seeking to make welfare benefits contingent upon the grades of a would-be recipient's children.

Campfield's legislation, filed Thursday, would "require the reduction of Temporary[..]istance to Needy Families (TANF) payments for parents or caretakers of TANF recipients whose children fail to maintain satisfactory progress in school." TANF is more commonly referred to as welfare.

Under Campfield's bill, welfare recipients would face a loss of benefits if their children showed poor academic performance. It's unclear how these factors would be tied to one another, or how the children's performance would be[..]essed.

In a blog addressing his proposal, Campfield calls his bill a measure to "break the cycle of poverty." According to Campfield, education is a "three legged stool" comprised of schools, teachers and parents. He claims the state has adequately held the first two legs of the school accountable, but argues that it should apply more pressure on the third.

"The third leg of the stool (probably the most important leg) is the parents," Campfield writes. "We have done little to hold them accountable for their child's performance. What my bill would do is put some responsibility on parents for their child's performance."

Campfield has been a pioneer of creative ways to target beneficiaries of entitlement programs in the past. He was a driving force behind failed efforts to require Tennesseeans seeking government benefits to first pass drug tests.

He was also the legislator behind Tennessee's controversial and ill-fated "don't say gay bill" in early 2012.

If racist whites, want to keep kids like chief keef around then they should lower the standard. In order to keep us poor broke and close-minded... lower the expectations. When kids know they can get over by doing less than.. well thats what they do.

Im From Baltimore, and here if u fail in middle school long enough then once you turn 16 they "promote" you to the 10th grade. This is a terrible practice yet many of our young ppl are fine with that.

*IF* This gets passed its going to backfire.

Obviously there will be quite a few families that suffer but eventually poor families will pick up on it, become better parents and become involved in their kids academic life.
Those parents will force their kids to do better the kids will.
Then..... we will have even more of this:

Florida also went after welfare recipients, Demanding that they be drugs tested.

Florida’s new drug-tests-for-welfare-applicants program just yielded its first batch of results: 98 percent passed.



Because the Florida law requires that applicants who pass the test be reimbursed for the cost, an average of $30, the cost to the state was $118,140. This is more than would have been paid out in benefits to the people who failed the test, Mr. Newton said.

As a result, the testing cost the government an extra $45,780, he said.

And the testing did not have the effect some predicted. An internal document about Temporary[..]istance for Needy Families, or TANF, caseloads stated that the drug testing policy, at least from July through September, did not lead to fewer cases.
