North Carolina lawmakers have drafted legislation that would ban welfare recipients and people in bankruptcy from buying lottery tickets in the state, according to several news reports.

The bill draft would punish vendors for selling lottery tickets to someone who they know is on welfare or in bankruptcy, according to ABC 11 in Raleigh. The lawmakers behind it believe it's counterproductive for the government to accept money from welfare recipients who are struggling to get by.

"We're giving them welfare to help them live, and yet by selling them a ticket, we're taking away their money that is there to provide them the barest of necessities," state House Majority Leader Rep. Paul "Skip" Stam (R), who is helping draft the bill, told ABC 11. Stam added that the lottery "is essentially a scam," the news outlet reported. Stam also said that some of the North Carolina lottery advertising is "just fraudulent," according to the Raleigh News & Observer.

Some lottery critics claim that the lottery is a tax on the poor, the uneducated, and the elderly, who are more likely to buy lottery tickets. For example, the poorest counties in North Carolina have the highest spending per capita on lottery tickets, according to North Carolina Policy Watch (via Business Insider).

Lottery ticket buyers have almost no chance of winning the jackpot. However, lottery sales around the country have been breaking records.

To me this sounds like an enforcement nightmare, how the fu*k do you enforce this? Do I have to prove im not on welfare or bankrupt before i buy a ticket?

lol they want more restrictions on buying a lottery ticket than buying a gun Or is it the vendors responsbility to know the financial status of every single person whom they sell a ticket to?

The party of less gov, bringing more gov as usual.

I agree that the lottery is not much better than a scam (though it's not technically a scam), but I don't see any way to enforce this. How do you expect vendors to know if anyone who buys a ticket is bankrupt or on welfare?

I understand the initiative and I dont totally agree but tax them in other ways. As a person that resides in NC I would be ashamed to tell that as someone who was raised in the middle class I buy EBT cards with $40 on them for a $20 quite frequently. There has to be a better way because the sytem is abused

Hahahathey are trying to k!ll the lottery. I bet most lottery buyers are on gov a.ssistance.

They are going to cripple their own income. Lotto money is supposed to go to schools. Damn the gop don't give a fu*k. Useless law that will hurt schools, countless $$$ will be wasted trying to enforce the policy and the ones who want to buy them anyway will find a way to do it.

Looks like this would do more bad than good seeing how money from the lottery is used to fund education. I would rather they require free money management classes for all welfare recipients. Teach them how to budget and be responsible with their spending

although, thats a risk in itself. you would have to trust someone not to claim the ticket and skip town

a lot of people might not take that risk
