Yea some type of reimbursement system would have to be in place for this to even be considered fair(and also considering the affect it would have on police/revenue made off of traffic tickets they would have make somethin work with them as well...possibly get a cut of the money?)...anything else would be exactly what u said- another reason for them to justify charging higher rates
