Aug 15 - Girl, 13, charged in hit-and-run [rip] of cyclist

A 13-year-old girl drag racing a stolen car against teens in a second stolen vehicle this month struck a man bicycling to work, k!lling him, before fleeing the scene, according to criminal charges filed in the case.

The girl faces four felony counts related to the [rip] of Ronald R. Forbes: first-degree reckless homicide; hit and run resulting in [rip]; and operating and attempting to operate a vehicle without the owner's consent.

She is charged as an adult in the case but could seek a waiver of her case to Children's Court.

According to the criminal complaint:

The driver and another girl were speeding eastbound on Hampton Ave. in a stolen black Dodge Neon when it struck Forbes near Fond du Lac Ave. at about 6:35 a.m. on Aug. 6. Forbes, 57, rode his bike to work every day at Pieper Electric, 5070 N. 35th St., where he was a supervisor.

Witnesses saw the Neon and a tan Dodge minivan turn onto N. 64th St. after the crash. Two girls jumped out of the Neon and into the minivan with two young males and sped away.

Police later took fingerprints from both abandoned stolen vehicles and the next day found the 13-year-old with some other girls with yet another stolen car.

The night before Forbes was hit, the girl told police, she and several other juveniles had been out all night stealing cars. She estimated she was going about 80 mph on Hampton when she heard a loud bump. She claimed she did not see Forbes.

But another girl in the car told police she warned the 13-year-old driver about "the dude on the bike" and to slow down but that she ignored her, got a "mad" look on her face and appeared to steer toward the victim intentionally.

One of the boys involved in the night of car thefts and joy riding told police that after the crash that the girl seemed to be laughing about having struck the bicyclist and said he shouldn't have been in the street.

The 13-year-old appeared in Children's Court on Monday, where her attorney raised the question of her competency, and she was ordered to undergo a psychological examination. She is being held in secure detention. Her next court date is Sept. 7.
