Does anybody know how to make my pictures look like this?

What's the app used for this or is the option available in Instagram already?

Edit: Or how to make pictures of me look cartoonish. I see a lot of people using it and it looks kind of cool...

and for cartoon looking pics, you can use ToonCamera (iphone) or cartoon camera (android)
