It makes perfect sense. They went out of their way to show Jonah cover the note back up and to show him cowering when the place was being raided. They couldn't have made it much clearer what was going down.

what Belfort actually claims he did in real life:

After his arrest and indictment, Belfort cooperated with the FBI. In the film, Jordan, while wearing a wire, passes a note to Donnie telling him not to incriminate himself. Belfort did not pass such a note to Porush, but, in his second book, Catching the Wolf of Wall Street, he claims to have done just this for his friend Dave Beall. He ultimately served 22 months in prison and was ordered to pay over $100 million in restitution to his victims (which he has apparently failed to do).


But going by the movie there is a shot of Donnie covering up the note with a napkin. a.ssumption being he did that to make Jordan forget about the note.

step up your visual literacy bruh... if that entire part of the movie was in mandarin without subtitles i would be able to understand what was going on. Jordan shows Donnie something, cop comes with the thing he showed Donnie, Donnie is in an office frantically hitting the delete key

and the illegal "fugazi" concept was explained in the first 10 minutes of the movie, so i don't know what was left up to your imagination
