So once the amnesty happens they automatically become FAs and any team can get them?

no, this has been explained in a lot of threads. when a team uses amnesty on u, it's kind of like getting waived. a waived player has to "clear waivers" which means other teams have an opportunity to pick up ur contract. if nobody does, THEN u become a free agent.

with amnesty, there's a bidding system where teams below the cap can submit a bid to pick up PART of that contract. if Player X has 3 years/$40 mil on his contract with Team A and they use amnesty on him, then Team B could submit a bid to pay him $10 mil over 3 years and Team A would be responsible for the $30 mil difference.

only if there were no bidders would a player become a free agent.
