Vectors/turning pictures into cartoon/animated like pics

Whats up boxden, I see we have some amazingly talented people on here, your guys' work constantly blows my mind. I'm looking to edit a couple pics to give them a cartoon/anime like look. I was wondering if anyone knew of any programs I can use to do this. I've used toon paint before, but it doesn't work the best. How hard is it to make vectors? Any information, or links to tutorials/programs would be appreciated big time, props will be given for months.

illustrator => autotrace...

that autotrace feature in illy is a piece of !!. just learn how to use the pen tool in illustrator or photoshop, then look up "vector tutorial" on deviantart.

livetrace suck BUT thankfully people dont the difference of good design vs bad design....just live trace that !! and get paid for a mins worth of work [pic]
